If Yes, when was the promotion/forming of BECs adopted as diocesan pastoral thrust/program? 1999 during the the 1st Diocesan Synod of Naval. BEC implementation began in 2003 simultaneous all over the diocese.

BEC, as a Church, acts as the umbrella of all the Commissions. Thus, each commission therefore exists for the BEC and serves its needs.
